[ MARINA MEMORANDUM CIRCULAR NO. 84, July 20, 1994 ]
IMPOSITIONS OF SANCTIONS ON HAITI
WHEREAS, the United Nations Security Council Resolution No. 917 (1994) imposes comprehensive commercial embargo on Haiti effective 21 May 1994;
WHEREAS, the Department of Foreign Affairs has requested the Administrator, Maritime Industry Authority to undertake actions necessary for the Implementation of the United Nations Security Council Resolution No. 917 (1994).
Pursuant therefore, to the United Nations Security Council Resolution No. 917 (1994), the Maritime Industry Authority hereby directs all maritime entities concerned to observe strictly the provisions of the United Nations Security- Council Resolution No. 917 (1994), particularly, paragraphs 6 (b), 9 and 10 thereof, on trading to/with Haiti, transshipment through Haiti, in violation of the United Nations Security Council Resolution.
Henceforth, the aforesaid restrictions shall be Included, as among the post-approval conditions to be imposed on all approvals oh applications for the Importation of vessels for international trading, for bareboat charter under PDs 760/866/1711 and special permits for the temporary utilization of interisland coastwise vessels in the overseas trade/ operation. The restrictions provided in this Circular are deemed imposed upon all Philippine registered vessels trading overseas.
Violation of this Circular shall be punishable under MARINA Memorandum Circular No. 50-A, series of 1993.
This Memorandum Circular shall take effect immediately.
