EXEMPTION FROM MC NO. 97-009-A



The Board, in order to help control the traffic situation in Metro Manila, passed Memorandum Circular No. 97-009-A which seeks to stop the acceptance of applications for certificate of public convenience (CPC) for vehicles for hire, rent-a-car and taxis operating within or touching Metro Manila, among other things.

After a review of the present policy and in support of the government ™s thrust to promote tourism in the country, the Board hereby lifts and exempts the following from the coverage of Memorandum Circular No. 97-009-A, to wit: (1) applications for CPC for rent-a-car or vehicles for hire with a minimum of twenty (20) units, provided the vehicles are rented or hired without drivers or the operator-applicant is an approved concessionaire of the NAIAA to operate and pick-up passengers in the international or domestic airport terminals, and (2) applications for CPC for taxis provided the operator-applicant is also an approved concessionaire of the NAIAA to operate and pick-up passengers in the international or domestic airport terminals, the color of the taxi being white, and the type of vehicles used being sedan.

Furthermore, the vehicles must be brand new, which is defined herein to mean as newly manufactured.

All issuances, or parts thereof, which are inconsistent herewith are hereby modified accordingly and/or superseded/revoked.

This Memorandum Circular shall take effect immediately.
