In the best interest of the service, effective 16 August 1999, LTO-Kalookan Licensing Extension Office (KLEO) is hereby authorized to issue student driver ™s permit to local and foreign applicants.

All documentary requirements provided in existing regulations should be strictly complied with.

All orders, memoranda, circulars in conflict herewith are deemed superseded.
