Pursuant to Administrative Order No. BGC-AO-99002 on the Amendment of Administrative Order 89-001 entitled œIssuance of Student Driver ™s Permit  all Licensing Center District Office or Extension Offices of the Land Transportation Office are hereby authorized to accept applications and to issue Student Driver ™s Permit to all applicants EXCEPT FOR FOREIGNERS APPLYING FOR STUDENT DRIVER ™S PERMIT.

All rules and regulations inconsistent herewith are hereby modified, amended, or suspended.

This Circular takes effect immediately.
