[ PRC BOARD OF ENVIRONMENTAL PLANNING RESOLUTION NO. 5, s. 1994, July 27, 1994 ]
REGISTRATION AS ENVIRONMENTAL PLANNER WITHOUT EXAMINATION
WHEREAS, Section 8, Title II and Section 13, Title III of P.D. 1308: the "Law Regulating the Environmental Planning Profession of the Philippines" empowers the Board to register an environmental planner without passing a licensure examination, provided he meet the qualifications therefor and register within one (1) year from the constitution of the first board;
WHEREAS, from the constitution of the first Board on June 24, 1993, till the lapse of one (1) year not a single applicant has registered; and
WHEREAS, the reglementary period of one (1) year can be construed and carried out as directory rather than as mandatory, by the Board, pursuant to its quasi-legislative (rule and opinion making) power, in order to pave the way for the registration of those who may be eligible thereunder within a reasonable period that the Board may set;
NOW, THEREFORE, by virtue of its quasi-legislative power under Section 8, (L) of P.D. No. 1308, the Board hereby RESOLVED, as it now so RESOLVES, to allow the registration of environmental planners in the light of the provisions in Section 13, Title III of P.D. No. 1308 and the Rules and Guidelines on such registration promulgated by the Board within one (1) year from the effectivity of the herein resolution.
FURTHER RESOLVED, to accept applications that shall be filed not later than ten (10) months from the effectivity of the herein resolution.
FURTHERMORE, RESOLVED, that this resolution upon approval by the Commission shall be effective after fifteen (15) days following its publication in the Official Gazette or any newspaper of general circulation, whichever is earlier.
FINALLY, RESOLVED, that this resolution be wisely disseminated and circularized through the Philippine Institute of Environmental Planner (PIEP) to all concerned.
