Pursuant to Section 4(d-1) and 22 of R.A. 4136, otherwise known as the Land Transportation and Traffic Code, as amended by B.P. 398, the following are the guidelines promulgated in determining the correct restriction codes (RC) and conditions in driver's license:

I.
Classification of Restriction Codes

1 - refers to motorcycles, motorized bicycles and tricycles;

2 - refers to light vehicles whose GVW is below 4500 kgs.;

3 - refers to heavy vehicles whose GVW is 4501 kgs. and above;

4 - refers to light vehicles with automatic clutch whose GVW is below 4500 kgs;

5 - refers to heavy vehicles with automatic clutch whose GVW is 4501 kgs and above;

6 - refers to light trailers whose GVW is 1600 kgs. and below;

7 - refers to medium trailers whose GVW is 1601 kgs to 4500 kgs;

8 - refers to heavy trailers whose GVW is above 4501 kgs;

9 - refers to special licenses for disabled persons pursuant to Republic Act No. 7277

II
Non-Professional Drivers' Licenses are Limited to Restriction Codes (RC) 1 and 2 only;

III
Conditions:

License applicants with special conditions and/or under RC #9 shall indicate the following conditions:

A - wearing correctives lenses or eyeglasses;

B - drive only with special equipment for upper limbs;

C - drive only with special equipment for lower limbs;

D - daylight driving only (for all disabled); and

E - accompanied by a person with normal hearing (for deaf and mute)

This circular shall take effect immediately.

All orders, memoranda, circulars which are in conflict herewith are hereby deemed superseded, modified, amended or repealed.
