IMPLEMENTING GUIDELINES FOR THE MANDATORY CERTIFICATION HOT-DIP METALLIC-COATED STEEL SHEETS FOR ROOFING - SPECIFICATION
Pursuant to Republic Act 4109; Republic Act 7394; Executive Order No. 913, Series of 1983; Executive Order No. 101, series of 1967; Department Administrative Order (DAO) No. 4, series of 2008 and its future revision and amendments; Department Administrative Order (DAO) No. 5, series of 2008 and its future revision and amendments; Department Administrative Order (DAO) No. 2, series of 2007 and; Department Administrative Order No. 1, series of 2008; Department Administrative Order No. 09-10, Series of 2009 and its future revision/s and amendment/s; and Philippine National Standard (PNS) 67:2009 -Hot-dip metallic-coated steel sheets for roofing - Specification, the following guidelines are issued for the information, guidance and compliance of all concerned and for compliance of all importers, wholesalers/distributors, dealers/retailers and other concerned stakeholders.
1.0 SCOPE
These guidelines cover. Hot-dip metallic-coated steel sheets for roofing.
2.0 DEFINITION OF TERMS
For the purpose of these guidelines, the definition of terms mentioned in DTI s DAO 2:2007, DAO 4:2008 and DAO 5:2008 shall apply in addition to the following:

4.0 APPLICATION FOR PS or ICC
Provided, however if the importer is a manufacturer and a PS License holder who uses the imported galvanized steel sheets and coils as raw material for the manufacture of finished products like pre-painted galvanized sheets, automotive, appliances, etc., such importation of galvanized sheets shall not require an ICC.
Provided further that any diversion committed by the PS license holder of the galvanized sheet importation to uses other than for roofing application under PNS 67:2009 and other mentioned finished products shall result in the cancellation and revocation of the corresponding PS Mark License after due notice and hearing.
5.0 SAMPLING

1.0 SCOPE
These guidelines cover. Hot-dip metallic-coated steel sheets for roofing.
2.0 DEFINITION OF TERMS
For the purpose of these guidelines, the definition of terms mentioned in DTI s DAO 2:2007, DAO 4:2008 and DAO 5:2008 shall apply in addition to the following:
2.1 DAO 1:2008 - Department Administrative Order No. 1 - Addenda to the Implementing Rules and Regulations of Republic Act 7394, Otherwise Known as the Consumer Act of the Philippines or the Department Administrative Order No. 2 series of 1993 on the Matter of Chapter IV on labeling and Fair Packaging.
2.2 DAO 2:2007 - Department Administrative Order No. 2 series of 2007 - Defining the responsibilities and liabilities of manufacturers, importers, traders, wholesalers, distributors, retailers, service providers and or their agents, with regard to products/services covered by the Philippine Standard Certification Mark Schemes and prescribing penalties for violation thereof.
2.3 DAO 4:2008 - Department Administrative Order 4 series of 2008 - The new rules and regulations concerning the Philippine Standard (PS) Quality and or Safety Certification Mark Scheme.
2.4 DAO 5:2008 - Department Administrative Order 5 series of 2008 - The new rules and regulations concerning the issuance of the Import Commodity Clearance (ICC) under the Product Certification Mark Scheme.
2.5 Product - refers to hot-dip metallic-coated steel sheets for roofing products within the scope of these guidelines.
2.6 Lot - All sheets or coil of the same material, shape, dimension and zinc coating designation contained in an individual shipping release or shipping order.
2.7 Sheet - A galvanized flat corrugated metal product cut to the standard or specified length and has a nominal base metal in accordance with PNS 127:2004
2.8. Type - one that represents a set of generic qualities of galvanized flat or corrugated metal product
2.9. Test Samples - A product randomly chosen from batch or lot.
2.10 Manufacturer s Identifying mark - A mark representing the name and brand of the manufacturer.
3.0 AUTHORITIES AND RESPONSIBILITIES OF THE DTI
3.1 In addition to the duties specified in DAO 4:2008 and DAO 5:2008, DTI shall:
3.1.1 Inform the PS Licensees, ICC holders or importers of any changes in the standard.
3.1.2 Conduct the final evaluation of the factory and product audit assessment, product testing and compliance with the requirements of DAO 4:2008 and DAO 5:2008 and other rules and regulations.
3.1.3 Coordinate with the Regional/Provincial Offices and DTI Office of Legal Affairs in identifying and implementing appropriate legal action against manufacturers, importers, traders, wholesalers, distributors, stockists, retailers, service providers, and or their agents violating the above stated DAOs, these implementing guidelines and the specific standard, and its implementing memoranda and circulars.
3.2 Regional/Provincial Offices shall:
3.2.1 Facilitate the processing of PS application (i.e. conduct factory/product assessment) and ICC application (i.e. evaluates ICC Application, conduct sampling and issue or denies the PS license or the ICC.
3.2.2 Conduct market monitoring and enforcement of standard.
3.2.3 Take legal action against violators of the standard and other DTI rules and regulations.
4.0 APPLICATION FOR PS or ICC
4.1 Manufacturers shall apply for the PS Quality and/or Certification Mark License to the nearest Regional or Provincial Office. Requirements, procedures and processing of PS application are governed by DAO 4:2008 and its implementing rules and regulations.
Manufacturer shall have the following minimum test and measuring equipment:
1. For coating weight determination
1.1 Chemical reagents
1.2 Balance
1.3 Micrometer
2. For Bend test
2.1 Bend Tester
3. For Dimensional Checking
3.1 Caliper/micrometer
3.2 Steel Tape
4.2 Importers shall apply for the ICC to the nearest Regional or Provincial Office on per shipment per bill of lading/airway bill basis. Requirements, procedures and processing of ICC application are governed by DAO 5:2008 and its implementing rules and regulations.
Provided, however if the importer is a manufacturer and a PS License holder who uses the imported galvanized steel sheets and coils as raw material for the manufacture of finished products like pre-painted galvanized sheets, automotive, appliances, etc., such importation of galvanized sheets shall not require an ICC.
Provided further that any diversion committed by the PS license holder of the galvanized sheet importation to uses other than for roofing application under PNS 67:2009 and other mentioned finished products shall result in the cancellation and revocation of the corresponding PS Mark License after due notice and hearing.
5.0 SAMPLING
5.1 A duly authorized DTI representative shall conduct random sampling either directly from the manufacturer s warehouse or at the importer s warehouse.
5.1.1 For PS Mark Licensee or Applicant - The DTI authorized representative shall take three (3) sets (each set consists of three 300 mm x 300 mm cut from workside, center, and driveside of the sheet taken at a proximate distance from the end part of the coil per size and per brand to be subjected to testing; one set to be tested in-plant witnessed by a duly DTI authorized representative, the other set to be sent to an accredited laboratory/ies for independent testing. The other set will be kept by the manufacturer as a reference sample for future use. It is understood that independent testing shall be conducted upon the satisfactory results of in-plant test.
5.1.2 For ICC Applicant - The DTI authorized representative shall take two (2) sets (each set consists of three hundred 300 mm x 300 mm cut from workside, center and driveside of the sheet taken at a proximate distance from either the head end or tail end of the coil per size and per brand to be subjected to testing, one set to be sent to an accredited laboratory/ies for independent testing. The other set will be kept by the importer as a reference sample for future use.
5.2 Drawn samples shall be subjected to the following tests.
5.2.1 Nominal Total Coated Thickness (Sec. 4.3.1 and 4.3.2)
5.2.2 Mass of Coating (See 4.5)
5.2.3 Width and Length for Plain Sheets and their tolerance (Table 1 and 2)
5.2.4 Shapes and Dimensions for Corrugations and Their Tolerance (Table 3 and 4)
5.2.5 Markings and Labelling (Sec. 7)
5.3 Independent Test
5.3.1 The testing laboratory for galvanized flat or corrugatged metal product samples shall be the Metal Research Institute Development Center (MIRDC) or any laboratory accredited Philippine Accreditation Office. In cases testing shall be conducted outside the Philippines, any laboratory duly accredited by accreditation body which is a signatory to International Laboratory Accreditation Cooperation or the Asia Pacific Laboratory Accreditation Cooperation and other similar regional or international cooperation.
5.3.2 The testing laboratory shall follow the test methods as per PNS 67:2009. All galvanized flat or corrugated metal product shall comply with the requirements of the herein mentioned standard and these implementing guidelines.
5.3.3 Non-compliance. Two separate tests with two (2) failing results shall have been conducted by an accredited testing laboratory before a declaration can be made that the product does not conform to the specific standard.
5.3.4 If in the determination of DTI, the first sample failed, another set/s of sample/s from the same lot/batch shall be tested. If the retest passed, the lot/ batch is declared as complying with the requirements of the standard.
5.3.5 If in the determination of DTI both tests failed to conform to the requirements of the specific standard, the manufacturer or the importer will be advised by DTI, that their application for PS Mark or ICC is denied.
5.3.6 Disposition of samples shall be in accordance with DAO 5, series of 1996 or its future amendments and revisions. The testing laboratory shall not be liable for whatever damage sustained by the test samples during transport and testing.
5.3.7. Samples which failed to comply with the requirements of PNS 67:2009 may be stored at the concerned test laboratory for reference purposes, in the event that the manufacturer or importer contests the results of the tests.
5.3.8 Test results shall be completed and submitted to the BPS five (5) working days maximum from the time the sample were received by the laboratory for testing.
5.4 Service Life
The Service life covers only perforation of the hot-dip metallic coated steel sheets for roofing as a result of corrosion due to natural elements. Consequently, any damage perforation, partly or wholly, caused by the following are not covered.
5.4.1 Exposure of products to corrosive atmosphere, such as but not limited to sulfurous gases, salt or marine water, and other corrosive chemicals, fumes, ash and dust.
5.4.2 Damage or deterioration caused by handling, storage, installation, fires and other force majeure factors beyond the control of the manufacturer.
5.4.3 Direct contact of the product with soils, ashes, fertilizers, and other moisture retaining substances.
5.4.4 Installation of the product in areas, sheltered or unsheltered, that are unwashed by rain.
5.4.5 Deterioration of the product due to failure to remove debris, failure to accommodate free flow of water and areas subjected to water run-off from piped and metallic flashings.
Determination of the length of time of the service life shall be reckoned from the date of manufacture of the hot-dip metallic coated steel sheets for roofing.
6.0 ISSUANCE OF PS MARK LICENSE OR IMPORT COMMODITY CLEARANCE
6.1 A PS Mark license or Import Commodity Clearance (ICC) shall be issued to manufacturers or importes, respectively, whose galvanized flat or corrugated metal product conforms to the requirements of PNS 67:2009, Terms and conditions of the PS Mark License or ICC provided in the Department Administrative Order No. 4: 2008 or DAO 5:2008 and its amendments and implementing guidelines.
7.0 DENIAL OF PS MARK LICENSE OR IMPORT COMMODITY CLEARANCE
7.1 Galvanized flat or corrugated metal product not complying with the following requirements shall be denied. PS Mark License or Import Commodity Clearance.
7.1.1 PNS 67:2009
7.1.2 Product Identification and Traceability
7.1.3 Labeling requirements as per PNS 127:2004, DAO 1:2008 and DAO 1:2008 or DAO 5:2008
7.1.4 Payment of testing fees and charges
7.1.5 Provisions of these implementing guidelines
7.1.6 Terms and conditions stipulated on the PS Mark License application or conditional release
7.1.7 Memorandum-Circulars, and
7.1.8 Other DTI/BPS rules and regulations
7.2 All Galvanized flat or corrugated metal products denied the requisite. PS Mark license or Import Commodity Clearance shall not be disposed of in the domestic market in any manner. They must be properly diposed of in accordance with the provisions of the Tariff and Customs Code and other pertinent rules and regulations.
8.0 PS or IMPORT COMMODITY CLEARANCE MARK
8.1 The PS Mark or ICC Mark shall be permanently fixed on the product/or on its packaging covered by the corresponding PS or ICC. Only Galvanized flat or corrugated metal product made available in retail/hardware for consumer consumption shall be required to affix the PS Mark or ICC stickers.
8.2 The PS mark or ICC stickers shall not be used on Galvanized flat or corrugated metal product in any misleading manner.
9.0 RESPONSIBILITIES OF THE PS Mark Licensee/ICC Holders
9.1 The PS Mark Licensee or ICC holder shall observe and abide by the provisions of RA 4109, E.O. 913, Series of 1983, E.O. 133, Series of 1987, R.A. 7394, DAO 4:2008 and DAO 5:2008 and their implementing rules and regulations and shall comply with any and in all other directives and orders which the BPS may issue in pursuance with its authority under the law.
9.2 The PS Mark licensee or ICC holder shall ensure that its certified product conforms at all times to the specific standard. The ICC holder shall affix the Import Commodity Clearance (ICC) stickers only on certified products covered by a valid ICC.
9.3 The PS Mark Licensee or ICC holder shall give the duly authorized representative(s) of the BPS or DTI access during working hours to the premises where product is being stored, for the purpose of evaluating the product and to conduct inventory relative to the issuance of the PS Mark License or Import Commodity Clearance (ICC).
9.4 As part of the market monitoring/enforcement and wherever possible, samples of the certified product shall be drawn from the market in coordination with the company representative. The company shall shoulder samples drawn from the market and testing thereof. Upon the option of the BPS, samples may be drawn at the warehouse site when appropriate.
9.5 The PS Mark Licensee/ICC holder/applicant shall pay the applicable fees and charges as billed or stipulated by DTI.
9.6 The PS Mark license is issued on per type, per size, per site while ICC is issued on per size, per type and per shipment per Bill of Lading basis and both are non-transferable.
9.7 The PS Licensee or ICC holder shall provide his customers, whether further processors, wholesalers or retailers, with a copy of the PS Mark license and the ICC Clearance.
9.8 The PS Licensee may determine the most appropriate manner of meeting the marking requirements, e.g. rubber stamping, etc. provided the markings are legible and reasonably conspicuous while the ICC holder shall only affixed ICC sticker prescribed by the DTI.
9.9. Any infraction of these implementing guidelines shall constitute sufficient grounds for the institution of administrative sanctions/fines against a licensee, which will include suspension, withdrawal, cancellation of the license, without prejudice to the penal provisions of R.A. 4109, DAO 2:2007, E.O. 913, series of 1983, and R.A. 7394.
10.0 MONITORING
10.1 The DTI shall at any time monitor and inspect Galvanized flat or corrugated metal product in the market for conformance to the requirements of the specific standard. If the products are found not conforming to the specific standard, the DTI shall make appropriate actions or impose the necessary legal actions in accordance with the relevant laws, rules and regulations.
11.0. EFFECTIVITY
11.1 These guidelines shall take effect in accordance with the following schedule.
