ADOPTION OF EXPANDED RURAL ELECTRIFICATION PROGRAM (ER) STICKER



WHEREAS, the Department of Energy (DOE) and its attached agencies were directed by Her Excellency President Gloria Macapagal-Arroyo to energize all barangays in the Philippines by the end of the Year 2009;

WHEREAS, the energization of all barangays has to be undertaken not only by the government sector but also by the private agencies, as follows:

- DOE
- NEA
- National Power Corporation-SPUG (NPC-SPUG)
- Department of Agrarian Reform-SPOTS (DAR-SPOTS)
- Energy Development Corporation (EDC)
- KEPHILCO
- WINROCK-AMORE
- TEAM ENERGY
- MERALCO
- Municipalities of Bumbaran and Claveria
- Provincial Government of Palawan

WHEREAS, the energization of last mile barangays becomes more strenuous as these are located in problematic areas which requires extraordinary strategies in order to fast track implementation;

WHEREAS, taking cognizance of the issues raised during the ER meetings and workshops, the bureaucratic process causes delays in the flow of transactions/documents in some offices within the participating agencies;

WHEREAS, to address said predicament, the attached sticker[*] featuring the Philippine map and all the logos of agencies shall be adopted so as to signal fast and immediate action by the approving officials;

WHEREAS, said sticker shall be 1.5 by 1.5 inches and shall be placed on the right upper hand corner of the documents related to barangay electrification;

WHEREAS, to ensure attainment of Presidential directive of 100% barangay electrification by end of 2009, all implementers are enjoined to adopt said sticker for the purpose of communicating to all involved that all documents pertaining to barangay electrification should be acted upon expeditiously and without delay;

NOW, THEREFORE, in consideration of the foregoing premises, all players and implementers are enjoined to execute this Circular.

This Circular shall take effect immediately.
