GT (UV) EXPRESS SERVICE ROUTES AND AREAS OF OPERATION



Under Executive Order No. 202, dated 19 June 1987, supplemented by Department Order No. 2005-010 - œPolicy Guidelines on the Exercise of Authority and Functions by the Land Transportation Franchising and Regulatory Board , the LTFRB is authorized, among other things:

œa. To prescribe and regulate routes of service, economically viable capacities and zones or areas of operation of public land transportation services provided by motorized vehicles x x x. 

Recent developments show that GT Express Service Terminals are being dubiously operated/controlled by unscrupulous individuals or associations/groups in contravention of the primary objective of the Express Service and to the detriment and prejudice of the riding public. Operators/drivers are likewise unreasonably flagged down by law enforcers and fined for a purported violation of the œno pick-up, no drop-off  restrictions.

Thus, taking cognizance of the program ™s primary operational concept of targeting and motivating those currently using private vehicles to shift to being commuters utilizing an alternative and comparatively convenient mode of public transport, the previous issuances/circulars relative to routes and/or areas of operation of GT Express Service are heretofore modified accordingly, thus:

1. GT (UV) Express Service shall no longer be required to traverse a specified/particularized route. Henceforth, they may traverse the shortest and/or most convenient route in reaching their end points/destinations; and

2. They are no longer compelled to load and unload their passengers at a particular privately operated/controlled terminals. They may pick-up (load), and/or drop-off (unload) their passengers within two (2) kilometer radius from their ends points specified in their CPCs or within the territorial bounds of the commercial/business district specified therein.

This Memorandum Circular shall take effect after fifteen (15) days from its publication in the Official Gazette or in a newspaper of general circulation in the Philippines. Three (3) copies thereof are directed to be submitted to the UP Law Center for record purposes, pursuant to Presidential Memorandum Circular No. 11, dated Oct. 9, 1992.
