[ NEA MEMORANDUM NO. 2005-021, July 27, 2005 ]

PRE-REQUISITE TO BECOME AN OFFICER OF THE BOARD OF DIRECTORS (BOD)

The operations of the electric cooperatives (ECs) have dramatically shifted to high gear with the enactment of R.A. 9136, or the Electric Power Industry Reform Act (EPIRA) of 2001. The various challenges posed by the EPIRA requires that management assume the role of an effective manager/leader to enable the EC to compete and survive.

As such, it is essential that the members of the Board of Directors are knowledgeable, competent and possess a clear understanding of their functions, and the extent of their authority and responsibilities. Thus, the attendance to the NEA Cooperative Management Course (CMC) I or its equivalent shall be required before a director can be elected as an officer of the Board. This seminar had been so designed to familiarize and educate the directors about the rural electrification program, the functions and obligations they must assume and the right values they should promote and commit to practice.

With a well-informed and committed Board, the EC can become a champion organization that promotes and protects the welfare of its members-consumers.

For strict compliance.
