BOARD OF CRIMINOLOGY
REGISTRATION AS A CRIMINOLOGIST WITHOUT EXAMINATION
WHEREAS, Sec. 18 of R.A. No. 6506 (approved on July 1, 1972) states in part, to wit: "x x x that upon application filed within six months after approval of this Act, the Board shall issue a certificate of registration without examination to persons who have been graduated with the degree of Bachelor of Science and Criminology (B.S. Criminology) and who have been in the practice of criminology for at least ten years prior to the enactment of this Act." (Italics supplied);
WHEREAS, Sec. 6, par. (e) of P.D. NO. 223 (approved on June 22, 1973) vests upon the Board this power: "(e) subject to review by the Commission, to approve registration without examination and the issuance of the corresponding certificates of registration";
WHEREAS with the expiration of the six months period for the filing of applications for registration without examination in accordance with R.A. No. 6506, the Board, by virtue of Sec. 6, par. (e) of P.D. No. 223, can issue a certificate of registration as criminologist without examination;
WHEREAS pursuant to the power thereof in prescribing qualifications and the guidelines for such registration, the Board promulgated Resolution No. 4 on October 19, 1987, which was approved by the Commission on October 20, 1987 and published on January 18, 1988 in the Official Gazette (Vol. 84, No. 3), allowing the registration without examination of applicants who are not holders of B.S. Criminology;
WHEREAS, Res. No. 161, issued by the Commission on August 7, 1989, amended the qualifications imposed in Board Res. No. 4 by registering only those who are holders of B.S. Criminology; and
WHEREAS with the inadequacy of the said degree, every applicant has to prove that, prior to December 31, 1987, he had been in the practice of criminology as defined in Sec. 23 of R.A. No. 6506.
NOW, THEREFORE, the Board, by virtue of the powers vested by law, hereby resolved, as it now resolves, that after approval of the Commission, registration without examination as criminologist shall be allowed only after the applicant has established, to the satisfaction of the Board, all the hereunder qualifications, to wit:
1. He/she has at least thirty (30) years of age and a citizen of the Philippines;
2. He/she is of good moral character and must not have been convicted of an offense involving moral turpitude by the judicial court;
3. He/she is a holder of Bachelor of Science in Criminology (B.S. Crim.), or Master of Criminology (M. Crim.), conferred by any school, college or institute of criminology, either state-owned or recognized by the Department of Education, Culture and Sports (DECS); and
4. He/she had been in the practice of criminology for not less than ten (10) years as defined in Sec. 23 of R.A. 6506 prior to December 31, 1987;
RESOLVED, likewise, that a verified application be submitted together with these documents and testimonials, to wit:
1. Certificate of Live Birth (issued by the Local Civil Registrar and/or National Census and Statistics Office);
2. Certificate of Naturalization as a Filipino citizen, if applicable;
3. Certificate of Good Moral Character issued by three (3) persons of good standing in his/her community;
4. Police and NBI Clearance;
5. College Diploma and Transcript of Records with Special Order Number; and
6. Certificate of Employment and/or Service Record.
RESOLVED FINALLY, that all the registrations made pursuant to Board Resolution No. 4 and Commission Resolution No. 161 shall be in order, unless rendered nugatory for cause; that the pending applications be processed pursuant to the herein Resolution; that applications be filed within a period of one (1) year from the date of effectivity hereof, that is, starting on the sixteenth day from the completion of publication thereof in full in the Official Gazette or newspaper of general circulation; that the herein Resolution supersedes Board Resolution No. 4, Series of 1987, Commission Resolution No. 161 dated August 7. 1989, and Board Resolution No. 05, Series of 1991.
