[ MMDA RESOLUTION NO. 10-29, December 14, 2010 ]
IMPOSING A STANDARD SERVICE/TOWING FEE FOR ILLEGALLY PARKED AND STALLED MOTOR VEHICLES AND/OR ATTACHMENTS THEREOF IN ANY PUBLIC ROAD, STREET OR THOROUGHFARE WITHIN METROPOLITAN MANILA
WHEREAS, considering the present minimal amount of service/towing fee being implemented by the Metropolitan Manila Development Authority (MMDA) many operators/ drivers wantonly disregard existing laws on stalled and illegally parked motor vehicles thereby contributing to the vehicular traffic problem along Metro Manila s thoroughfares;
WHEREAS, the present service/towing fee for illegally parked and stalled vehicles is no longer sufficient to address the financial requirement for the improvement/upgrading of road furniture and to cover the administrative costs in implementing traffic improvement measures and schemes, more particularly, towing services;
WHEREAS, the Metro Manila Council recognized the need to impose a standard service/towing fee for illegally parked and stalled vehicles to deter drivers/operators from violating existing laws on illegal parking and stalled vehicles, to restore/improve orderliness and safety on the roads for the benefit and welfare of the motorists and commuters, and to address the financial requirement of the administrative cost involved in towing and impounding operations.
NOW THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of Republic Act No. 7924, that the Council hereby imposes a standard service/towing fee for illegally parked and stalled vehicles and/or attachments thereof in any public road, street and thoroughfare within Metropolitan Manila.
RESOLVED FURTHER, that any operator/owner of a motor vehicle whether natural or juridical, who shall illegally park or stall his vehicle on any public road, street or thoroughfare within Metropolitan Manila shall pay a standard service/towing fee to government or private entities engaged in towing operation, to wit:
RESOLVED FINALLY, that the impounding area of the MMDA shall be in ULTRA and in other areas which may, hereafter, be designated by the Chairman.
This Resolution shall take effect fifteen (15) days upon its publication in two (2) newspapers of general circulation.

Light Vehicles (Cars, Jeeps and Pick-ups having gross capacity weight of less than 4,500 kilos and below Php1,500.00 for the first four (4) kms. and Php200.00 for every succeeding km. (pt. of reference: impounding area) Medium Vehicles (Trucks, Buses having capacity weight of 4,501 to 7,500 kilos Php2,500.00 for the first four (4) kms. gross and Php200.00 for every succeeding km. (pt. of reference: impounding area) Heavy Vehicles (Container vans, Trailers Lorries having gross capacity weight of 7,501 kilos and above Php4,500.00 for the first four (4) kms. and Php200.00 for every succeeding km. (pt. of reference: impounding area)
RESOLVED FINALLY, that the impounding area of the MMDA shall be in ULTRA and in other areas which may, hereafter, be designated by the Chairman.
