[ PRC RESOLUTION NO. 2005-282, June 02, 2005 ]
REQUIRING ALL DELINQUENT REGISTERED PROFESSIONALS TO UPDATE THE PAYMENT OF THEIR ANNUAL REGISTRATION FEE PRIOR TO THE PROCESSING OF THEIR PRC DOCUMENTS AND/OR AUTHENTICATION OF THE SAME
WHEREAS, the statutory authority for the Professional Regulation Commission (hereinafter, PRC) in collecting annual registration fees from practicing professionals including practitioners of the occupations is Section 3 of Republic Act No. 465 (the Act to Standardize the Examination and Registration Fees Charged by the National Examining Boards) as amended by Section 1 of R.A. No. 6511;
WHEREAS, Section 1 of R.A. No. 6511 also provides that "after the lapse of five (5) continuous years from the year it was last paid, if the annual registration fees have never been paid, the delinquent's certificate of registration shall be considered suspended and his name shall be dropped from the annual roster for not having been in good standing xxx";
WHEREAS, the said Section 1 clearly indicates the necessity of monitoring the good standing of a professional by requiring the payment of annual registration fees;
WHEREAS, it has been observed that many registered professionals have been remiss in the payment of the annual registration fees as mandated by Section 1 of R.A. No. 6511 on account of diverse factors;
WHEREAS, appropriate measure must be adopted to compel the delinquent professionals to pay their annual registration fees and ultimately to restore their good standing status;
WHEREFORE, the Commission hereby RESOLVED, as it so RESOLVES, to require all delinquent professionals to update the payment of their annual registration fees prior to the processing of the requested documents including, but not limited to the following:
1. All certifications to be issued by the PRC;
2. Reports of rating;
3. Stateboard documents;
4. Authentication of all documents issued by the PRC;
5. Duplicate or Replacement copy of PRC documents;
FURTHER RESOLVED, that the concerned Offices and Divisions of the Commission shall ensure the strict observance and implementation of this Resolution;
This Resolution shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation, whichever comes earlier.
