Cognizant of the fact of continuous economic development in the nearby regions (Regions III and IV), thus creating a zone now known as Mega Manila area, and in reiteration of Memorandum Circular 2008-021, Re: CENTRALIZED CONTROL  AND SUPERVISION OF TAXI SERVICES WITHIN MEGA MANILA AREA dated November 3, 2008, all pending applications/petitions, including all motions and other pleadings shall be completely and properly transferred by the LTFRB-NCR to the LTFRB Central Office on or before January 31, 2010. All applications/petitions and all other pleadings involving Taxi (Air-Conditioned/Non-Airconditioned) Services operating within the National Capital Region should not be accepted by the LTFRB-NCR Receiving Section, and shall exclusively be filed with the Technical Evaluation Division-Receiving Section of this Board beginning the effectivity of this Memorandum Circular. Confirmation of taxi units shall remain with the LTFRB-NCR until January 31, 2010 thereafter, the same shall be filed with the LTFRB Central Office.

Further, to fully serve the riding public reasonably, the service of operation of all taxi services shall now be within the Mega Manila area.

This Memorandum Circular supersedes and amends all issuances inconsistent herewith and shall take effect fifteen (15) days following its publication in a newspaper of general circulation and filing of three (3) copies hereof with the UP Law Center pursuant to Presidential Memorandum Circular No. 11 dated 9 October 1992.
