AMENDED GUIDELINES ON THE RELEASE AND PUBLICATION OF THE RESULTS OF TOP-RANKED EXAMINEES IN THE BOARD LICENSURE EXAMINATIONS
WHEREAS, the Commission has the power under Section 7(b) of Republic Act No. 8981 to make such rules and regulations and issue such orders and other administrative issuances as may be necessary in the execution and implementation of its functions and the improvement of its services and under Section 7(d), to approve the results of examinations and release the same; xxx publish the list of successful examinees;
WHEREFORE, the Commission hereby RESOLVES, as it so RESOLVED, to prescribe, issue and promulgate the following guidelines on the release of topnotchers in the professional licensure examinations, viz:
RESOLVED, FURTHER, that the Professional Regulatory Boards, the Rating Division and the Legal and Investigation Division shall strictly implement this Resolution.
Let a copy of this Resolution be furnished to the Commission on Higher Education (CHED) and Department of Education (DepEd) for dissemination to schools, colleges and universities with courses requiring licensure examination.
This Resolution shall repeal PRC Resolution No. 283 (Series of 2005), PRC Resolution No. 331 (Series of 2006), and other issuances inconsistent with this Resolution.
This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.

WHEREFORE, the Commission hereby RESOLVES, as it so RESOLVED, to prescribe, issue and promulgate the following guidelines on the release of topnotchers in the professional licensure examinations, viz:
1. The name of the examinee, his/her ranking, his/her general average, the name of the educational institution where he/she graduated from, and the ranking of educational institutions shall be indicated in the release of the examination results to be published in a newspaper or newspapers of general circulation.
2. Only those examinees taking the examination for the first time in the same profession who garnered a general average of not less than eighty percent (80%) shall be included in the list of topnotchers to be released, indicating the rank of first until the tenth highest general average; Provided, that the successful examinees in the examination shall not be less than fifty (50). The concerned Board may, using its sound discretion, reduce or limit the ranking to less than ten (10) [e.g. from first until the third highest general average] in the event the eighty percent (80%) minimum general average is not achieved by at least ten (10) examinees, or, when the successful examinees in the examination do not exceed fifty (50).
3. The release shall also include the top ten (10) ranking of educational institutions in terms of the number of passers produced; Provided, that the number of examinees of the educational institution for the particular examination shall not be less than fifty (50) and the number of passers shall not be less than eighty percent (80%) of the said examinees. The concerned Board may, using its sound discretion, reduce or limit the ranking to less than ten (10) [e.g. from the first until the third] in the event the eighty percent (80%) minimum number of passers is not achieved by at least ten (10) educational institutions, or, when the number of examinees of the educational institutions do not exceed fifty (50).
4. The name of a topnotcher whose examination papers may be cancelled due to his/ her possible violation of the Instruction to Examinees shall not be included in the ranking to be released. However, opposite his/her supposed rank shall bear the corresponding notation Name Withheld Pending Investigation. Should his/her examination papers be upheld, his/her name shall be inserted in the Table of Results, and an appropriate amendment of the release shall be made accordingly.
RESOLVED, FURTHER, that the Professional Regulatory Boards, the Rating Division and the Legal and Investigation Division shall strictly implement this Resolution.
