Meantime that the issues on the personnel and equipment requirements are being addressed to enable the implementation of the Service Request (SR) using the DLS data take-on facility within four (4) working hours from receipt, in the interest of public service, application for processing of previously manual transactions shall not be penalized if the application was received prior to the expiration of the license transaction.

All concerned officials and employees however are hereby instructed to exert their best efforts to immediately act on the application and have them processed as soon as possible.

All issuances inconsistent with this Memorandum are hereby deemed amended/superseded.

Compliance is hereby enjoined.
