Authorizing the use of "D" Or World Market Sugar by Manufacturers of Sugar-Based Food Products for Export to Foreign Countries Under Certain Conditions

WHEREAS, sugar, whether raw or refined is being imported under the provisions of Central Bank Circular No. 850, dated February 15, 1982; and/or under Sections 2001 to 2004 of the tariff and Customs Code or as authorized under Executive Order No. 8, dated July 24, 1992;

WHEREAS, almost all the importation of sugar is made by manufacturers of sugar-based food products for export and, if not rationalized, could adversely affect the local sugar industry;

WHEREAS, one way to discourage manufacturers of sugar-based food products for export from importing their sugar needs from foreign sources is to allow them to purchase "D" or World Market sugar from local sugar producers; PROVIDED, That such sugar-based food products are exported to foreign markets and not sold to the local market;

NOW, THEREFORE, pursuant to the powers vested in the Sugar Regulatory Administration, it is hereby ordered that;

SECTION 1.       To implement the aforecited policy of the Sugar Regulatory Administration, "D" or World Market sugar to be produced during Crop Year 1992-1993 is hereby made available for use by manufacturers of sugar-based food products with approved "D" sugar allocation.

SECTION 2.       A Circular Letter to provide the necessary information and guidelines for the proper implementation of this Sugar Order will be issued by the Sugar Regulatory Administration.

SECTION 3.       Provisions of Sugar Orders, Circular Letters and other regulations which are inconsistent with or contrary to this Order are hereby amended, modified or revoked accordingly.

SECTION 4.       This Sugar Order shall take effect immediately.
