SPECIAL HIRING PROGRAM FOR TAIWAN, THE EXISTING SCHEDULE OF FEES FOR THE VERIFICATION AND AUTHENTICATION OF EMPLOYMENT DOCUMENTS



In view of the need to simplify and streamline government procedures in the documentation of Filipino workers relative to the Special Hiring Program for Taiwan, the existing schedule of fees for the verification and authentication of employment documents of Filipino workers bound for said country by the Philippine Labor Center (PLC) and the Manila Economic and Cultural Office (MECO), as prescribed by Joint Circular 3-87 (Series of 1987) is hereby reduced from P2,900 per transaction to P1,230 covering the required documents effective immediately.  The fee shall be applicable to both individual and group employment contracts.

The documentary requirements of Philippine Overseas Employment Administration (POEA) for the accreditation of Taiwanese employers/principals are the following:

1.      Special-Power-of-Attorney (SPA) or Service Agreement (SA) or Recruitment Agreement (RA) or Manning Agreement (MA) verified and authenticated by the PLC and MECO;

2.      Authority to Recruit Foreign Labor from the Council of Labor Affairs (CLA) verified by the PLC; and

3.      Model Employment contract verified by the PLC.

Further, to provide expeditious deployment of Filipino workers to Taiwan, the POEA may accept for provisional accreditation the first advisory from Taiwan's CLA approving the hiring of foreign workers.  The final CLA approval authorizing employers to hire foreign workers shall be required by the POEA for actual workers document processing.

This Department Order supersedes all earlier issuance inconsistent herewith.
