Pursuant to the pertinent provisions of R.A. No. 7621 and CPA Board Resolution No. 054-2011, adopted during the 13th regular Board meeting held on 29 June 2011, the following guidelines are prescribed:
Section 1. Statement of Policy. It is the mandate of the Authority to provide port facilities, including passenger terminals to ensure the convenience, security, safety and orderly movement of passengers and the general public.
Section 2. Terminal Fee. A Terminal Fee shall be collected for the use of the Passenger Terminal by all persons, specifically passengers in possession of a valid and current ticket, send-off and reception parties in order to cover the maintenance costs and improvement of security measures such as the installation of x-ray machines, metal detectors and other security equipment.
Below is a consolidated schedule of existing Terminal Fees collected at the different Passenger Terminals operated by the Authority, except for the Port of Taloot in Argao where a Terminal Fee herein prescribed shall be collected upon effectivity of this order.

Section 3. Conditions for the grant of discounted rates for senior citizen:
- A senior citizen passing thru the passenger terminal shall present his/her senior citizen card to the terminal clerk/collector in order to avail the privilege on the discounted terminal fee.
- Such privilege is entitled only to senior citizen and not be transferable or cannot be extended to his/her companion.
Section 4. Terminal Fee for newly constructed Passenger Terminal. The rate of Terminal Fee to be collected for newly constructed Passenger Terminal/s shall be based on the rates collected at the nearest comparable facility within the area, subject to the approval of the General Manager; otherwise, the corresponding rate shall be approved and prescribed through issuance of another guideline.
Section 5. Repealing Clause. All Orders, Circulars, Memoranda, guidelines, rules and regulations inconsistent herewith, are hereby repealed or modified accordingly.
Section 6. Effectivity Clause. This Circular shall take effect fifteen (15) days after publication in a newspaper of general circulation.
