PRESCRIBING THE BUYING AND SELLING PRICE OF HYBRID RICE SEEDS



For the guidance of all concerned, the buying and selling price of hybrid rice seeds by the Department of Agriculture is hereby prescribe as follows:
  Buying/Kilo Selling/Kilo       F 1 Hybrid Rice Seed P110.00 P120.00 A-line (CMS) P110.00 P120.00 B-line (Maintainer) P35.00 P40.00 R-line (Restorer) P28.00 P30.00
The buying and selling of hybrid rice seeds (F1) shall be in accordance with the following policies:
  1. Registered or accredited members of the Seed Producers Association, Cooperatives, Philippine Seed Industry Association, Inc., and members of the National Rice Seed Production Network (SeedNet) shall be given first priority to supply the required seeds to be procured.

  2. Procurement and distribution of seeds shall be in accordance with the rules and regulations of the Commission on Audit (COA).

  3. Seeds to be procured should be contained in 20 kilos bags, properly labeled with the information on names of the variety and seed growers or company, percent germination and moisture content (MC).

  4. Seeds to be procured shall be subjected to laboratory testing and shall meet the minimum quality standard prescribed by the National Seed Control Services and its Regional/Satellite Seed Testing Laboratories.

  5. Supporting documents required in the procurement of seeds.

    5.1 Approved Requisition and Issue Voucher (RIV)
    5.2 Report of Seed Testing Laboratory (STL on Seed Viability)
    5.3 Approved Letter Order or Purchase Order (P.O.)
    5.4 General Voucher
    5.5. Original Delivery Receipts
    5.6 Original Sales Invoice
    5.7 COA Inspection Report
    5.8 Certification for Emergency Purchase

  6. Seeds shall be sold on cash and carry basis.

  7. Germination test be conducted after four (4) months of storage to ensure the quality of the seeds for distribution to farmers.
This order takes effect upon signing and supersedes other administrative order inconsistent herewith.
