AMENDMENT - GUIDELINES ON COCKFIGHT WITHIN THE CLARK FREEPORT ZONE

On September 23, 2011, the CDC Board approved an amendment to the attached Guidelines on Cockfight within the Clark Freeport Zone by requiring the payment of a Cockfight Derby Permit Fee of Thirty Five Thousand (P35,000) per derby day. Said amendment to the guidelines shall govern the conduct of cockfight derbies within Clark.

Said amendment to guidelines shall be effective immediately.

Guidelines on Cockfight within the Clark Freeport Zone


  1. CFZ locators shall apply for a permit to hold cockfight derbies with the CDC Office of the President at least two (2) weeks prior to the intended cockfight event.

    A derby permit fee of P35,000 per derby day shall be paid upon approval of the application.

    Examples:
    * One-day cockfight derby - P35,000 derby permit fee
    * Two-day cockfight derby - P70,000 derby permit fee


    For international cockfight derbies, the required permits from the Games and Amusements Board (GAB) shall be condition precedent prior to the issuance of cockfight derby permit by CDC.

  2. The conduct of cockfight events shall be limited to locators operating a casino business within Clark and shall be held only for four (4) times a year.

  3. The issuance of the permit also includes prior conformity with the following conditions:
* no parking shall be allowed at all times on the CFZ main highways and roads adjacent to the establishments conducting cockfighting derbies.

* Provision of more than one entry/exit points from the establishment to avoid stampede in case of any emergency.

* The applicant shall provide its own security personnel and shall be primarily responsible in maintaining peace and order within their premises subject to random check by PSD on the area from time to time. All crime incidents that occur during the event shall be reported by the applicant to the PSD.

* CDC shall be held free and harmless from all claims or liabilities arising out of the cockfight derby, including but not limited to claims for property loss/damage, personal injury or wrongful death.
