FULL COMPLIANCE TO THE ELECTRONIC SUBMISSION OF INWARD AIR CARGO MANIFEST
Objective
To further hasten the clearance process of air cargo unladen at the Ninoy Aquino International Airport and prepare the way for advanced entry processing.
II.
Scope
The provisions of this Order shall apply to air cargo manifests and all types of air waybills, i.e. master air waybills and house air waybills submitted by airlines and air cargo consolidators, respectively.
III.
General Provisions
3.1 Starting 04 September 1995, all inward air cargo manifest and air waybills shall be submitted to the NAIA Customs-house primarily, in electronic form;
3.2 Inward cargo manifest and Master air waybills shall be submitted by airlines thru the SITA network, as provided for by NAIA CMO 3-94 (Annex "A"* ).
For those airlines unable to submit via SITA, the following options may be considered:
3.2.1 Submission to the Data Monitoring Division in diskette media;
3.2.2 Encoding facility of the warehouse with which the airline has a contract with, or;
3.2.3 Other communication linkages/facilities (e.g. E-Mail) which the airline can extend to the NAIA Customshouse;
3.3 House air waybills shall be submitted by the air cargo consolidators thru the Consolidators Data Exchange Center (CDEC) data communications facility.
For those consolidators unable to setup their own connection to CDEC, the following options may be considered:
3.3.1 Encoding the house air waybill information on diskettes to be coursed through any of the consolidators with CDEC link-up facilities, for transmission to the NAIA Customs system;
3.3.2 Encoding the house air waybill information on terminals in walk-in service centers that may be set up by cargo industry associations. Such centers will transmit the encoded data to the NAIA Customs system via CDEC, or;
3.3.3 Transmission via other communication linkages/facilities (e.g. E-Mail) which the consolidator can extend to the NAIA Customshouse;
3.4 All of the abovelisted submission alternatives shall be in the prescribed datafile format to be provided by the Data Monitoring Division;
3.5 The Bureau shall set the rate of service fees/charges for data encoding, file transmission, and/or terminal usage.
The fees/charges to be collected by: (1) CDEC, for the use of its facilities as provided for in 3.3 above; (2) a consolidator, for the use of his facilities as provided for in 3.3.1 above; (3) a cargo industry association, for the use of their facilities as provided for in 3.3.2 above; shall be established by the Bureau upon consultation with those concerned.
The Bureau's Data Monitoring Division will no longer encode shipment details (i.e. manifest and air waybills) effective September 4, 1995. Accordingly, shipments the details of which are not in the electronic manifest file cannot be processed at the entry Processing Division or any of the warehouse composite units.
Furthermore, an On-Line Release System will likewise be implemented within this year. Shipments with details not in the required electronic form will not be released by the Bureau.
Any Customs memorandum order or issuance contradictory or inconsistent with this Order is hereby deemed revoked, superceded or modified accordingly.
