ESTABLISHING POLICIES IN THE IMPLEMENTATION OF REGULATION I/12 OF THE 1978 STCW CONVENTION, AS AMENDED



WHEREAS, the 1995 amendments to the International Convention on Standards of Training, Certification and Watch keeping for Seafarers, specifically Regulation I/12 requires the use of simulators and Section A I/12 of the Code has set standards governing the use of simulators in training;

WHEREAS, the Philippine Government as a Party to the Convention desires to comply with the provision of this regulation in order to give full and complete effect to the Convention;

WHEREAS, simulators, as experienced by maritime countries worldwide have a number of significant advantages as a training tool to improve mariner professional competence, and is a good mechanism to evaluate skills and competence for certification;

BE IT RESOLVED,, as it is hereby resolved by the Maritime Training Council, in a meeting convened to institutionalize the use of simulators for training as required under Regulation I/12, Paragraph 1.1 of the STCW 78 Convention as amended;

Be it resolved further to adopt the performance standards as stipulated in Section A - I/12 of the STCW Code and for this purpose the MTC Secretariat shall issue the Guidelines in the Implementation on Performance Standards for Simulators.
