RESOLUTION CONFERRING AUTHORITY ON THE PROFESSIONAL REGULATORY BOARDS FOR HEALTH PROFESSIONALS TO GRANT TEMPORARY SPECIAL PERMITS TO FOREIGN HEALTH PRACTITIONERS WHO SHALL BE PART OF MEDICAL MISSIONS IN THE PHILIPPINES



WHEREAS, this Commission has taken cognizance of the unprecedented number of applications for the issuance of special permits for medical mission;

WHEREAS, these medical missions include other health professionals as members of the team who shall render assistance and medical supplies needed in the execution of the said endeavor;

WHEREAS, Section 5 (b) of P.D. No. 223, as amended, states that the Commission is empowered to perform any and all acts, enter into contracts, make such rules and regulations and issue such orders and other issuances as may be necessary in the execution and implementation of its function and the improvement of its services;

WHEREAS, to expedite effective facilitation and evaluation of the voluminous documents presented by the applicant and to ensure prompt action on the escalating requests from foreign health professionals for special permits to practice their professions as members of medical missions, the authority to grant special permits for such undertaking shall be transferred exclusively to the Professional Regulatory Boards for Health Professionals;

WHEREFORE, the Commission RESOLVED, as it hereby resolves, to confer authority to the Professional Regulatory Boards for Health Professionals in granting Temporary Special Permit to health practitioners without need of approval by the Commission. In granting such Temporary Special Permit, however, prior endorsements from the Department of Health (DOH) and their corresponding accredited association shall be secured.

This Resolution shall take effect after fifteen days (15) from its publication in the Official Gazette or newspaper of general circulation.
