To ensure that all concerned shall be ready for the nationwide implementation of the Initial Registration Scheme for Brand New Motor Vehicles Valid for Three (3) years, the effectivity of the said scheme shall commence on April 11, 2005.

Any memoranda or orders which are inconsistent with the provisions of this Memorandum are hereby repealed or amended accordingly.
