RULES AND REGULATIONS AUTHORIZING THE INCREASE AND COLLECTION THEREOF OF ADMINISTRATIVE AND REGULATORY/SERVICE FEES
Pursuant to Malaca ang Memorandum Circular No. 121 as implemented by the Department of Finance Order No. 66-90, all departments, bureaus, commissions, agencies, offices and instrumentalities of the national government, including government owned or controlled corporations, have been directed to revise their fees and charges at just and reasonable rates to cover administrative costs.
Corollary thereto, and in order to upgrade the quality or regulatory services and facilities, to meet the inflationary cost thereof and to maintain an efficient and effective performance of essential regulatory functions, the following revised fees are hereby adopted and prescribed pursuant to PCA Board Resolution No. 057-92, authorizing the increase and collection of Administrative and Regulatory Service Fees:
SECTION 1. Classes of Fees - The classes of fees refer to existing fees authorized under Administrative Order No. 001, Series of 1982, which are the following:
For late renewal of registration, a surcharge equivalent to 14% of the renewal fee shall be collected.
B. Moisture Meter Supervisory Fee - P 0.15 per 100 kgs. of copra delivered to oilmillers and/or exporters.
C. Export Processing Fee - P 160.00 per Export Declaration upon filing of application for export clearance.
D. Analysis Fee - For export and/or referential purpose on a per sample basis, the following analysis fees shall be collected:
SECTION 3. Repealing Clause - All provisions of existing rules, regulations, orders and circulars inconsistent with this Order are hereby repealed or modified accordingly.
SECTION 4. Effectivity - This Order shall take effect after fifteen (15) days from publication in a newspaper of general circulation.
