n view of the fact that the bridge component delivered by DOMAIN DEVELOPMENT CORPORATION were second-hand and used items as evidenced by reports submitted by the Bureau of Design including the Bill of Lading, which is contrary to the terms and condition of its contract with this Department, Domain Development Corporation and its officers/stockholders are hereby suspended from entering into any contract or participating in any bidding in the DPWH and its line agencies.
