EXEMPTION OF OECF-ASSISTED PROJECTS FROM THE PROVISIONS OF D.O. 55, SERIES OF 1991



Pursuant to the provisions of Loan Agreement between the Government of the Republic of the Philippines and the Overseas Economic Cooperation Fund (OECF) of Japan wherein the borrower shall maintain the Project Management Office to supervise and oversee the effective implementations of OECF Assisted Projects and as per representations made by the OECF wherein the Chief Representative, in the coordination meeting held on January 28, 1993, requested the DPWH to give the Project Management Offices full responsibility in the implementation and supervision of the OECF projects per intent and provisions of loan documents, it is hereby directed that the OECF-Assisted Projects being implemented under this Department shall be fully exempt from the operations of D.O. No. 55, series of 1991, subject to the conditions that:

1.         The implementation of the above-mentioned projects shall still be covered by the Field Operations Groupings enumerated under D.O. No. 55, as amended, under the respective Undersecretaries while the Undersecretary for Allied Services related to FAPS shall provide coordination and oversight;

2.         The Regional Director concerned shall continue to monitor implementations thereof without relieving the PMO and Consultants of their responsibilities;

3.         The PMO offices concerned shall furnish copies of monthly progress reports to Regional Offices concerned.

This Order shall take effect immediately.
