ROAD SAFETY PLEDGE



Enclosed herewith are the following documents issued by the Department of Transportation and Communications (DOTC), for information and immediate implementation, to wit:

1. Memorandum dated 20 January 2012 issued by Atty. Efren C. Moncupa, Undersecretary for Project Implementation and Special Concerns, DOTC relative to the road Safety Pledge; and

2. The Driver ™s Road Safety Pledge

In this connection, all officials and concerned employees are hereby directed to comply with the instructions and procedures stated in the aforementioned DOTC Memorandum.

Strict compliance is hereby enjoined.

Memorandum


In support of the United Nation ™s declaration of 2011-2020 as the œDecade of Action for Road Safety  and in order to generate commitment from drivers to be more resposible raod users, considering that driver ™s errors accounts for more than 70% of road crashes in the country, the Land Transportation Office (LTO) is hereby directed to request all driver ™s license applicants, whether for new or renewal, to sign the herein attached Road Safety Pledge in the course of their license application.

The following procedures shall be observed:

1. The LTO shall reproduce the Road Safety Pledge and attach copies to the driver ™s application forms;

2. The driver ™s license applicant shall sign the Pledge; and

3. The LTO shall release the driver ™s license to the applicant together with a copy of the Pledge.

For student permit applicants, they shall be required only to recite the Pledge before the grant of their student permit by the LTO.

The LTO is further directed to incorporate the commitments contained in the Road Safety Pledge in seminars for driver ™s license applicants as well as in seminars and lectures involving those apprehended for violating traffic rules and regulations. In this manner, the commitments in the Pledge may be exhaustively and thoroughly discussed and explained to the concerned drivers/violators.

Said Road Safety Pledge may be translated into the dialect or vernacular used in each of the LTO regional Offices to effectively instill road safety consciousness.
