[ MMDA RESOLUTION NO. 11-01, February 17, 2011 ]
APPROVING THE IMPLEMENTATION OF THE RE-GREENING PROGRAM FOR METROPOLITAN MANILA AND CREATING THE METRO MANILA GREENING COMMITTEE FOR THE PURPOSE
WHEREAS, it is a declared policy of the state to protect and advance the right of the people to a balanced and healthful ecology in accordance with the rhythm and harmony of nature;
WHEREAS, the warming of the climate system is now in progress as evidenced by unusual weather phenomena such as excessive rainfall, heat waves, drought, floods, rising sea levels, among others;
WHEREAS, climate change is the most serious environmental concern that faces human beings as it threatens all the things that form the foundation of life for people around the world;
WHEREAS, there is an urgent need to implement climate change mitigation measures in order to reduce greenhouse gas emissions that continue to pollute the air;
WHEREAS, among the measures that could be immediately implemented is a sustained and massive tree-planting program aimed to eliminate the ill effects of air pollution and environmental degradation;
WHEREAS, the Metro Manila Council recognizes the urgent need to implement a massive tree-planting program in order to ensure a clean, healthy, humane and livable physical environment for all.
WHEREAS, the Council also recognizes the need to create a Metro Manila Greening Committee to come up with an integrated clean and green program to be undertaken by all local government units (LGUs) of Metropolitan Manila together with the Metropolitan Manila Development Authority (MMDA).
NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Sec. 6 of RA 7924, that the Council hereby approves the implementation of a Re-Greening Program for Metro Manila and hereby creates a Metro Manila Greening Committee;
RESOLVED FURTHER, that the Council hereby urges the seventeen (17) LGUs of Metropolitan Manila to adopt a resolution or enact an ordinance institutionalizing their respective clean and green programs, encouraging the private sector to plant trees in all identified vacant lots, and providing tax incentives to business establishments that will initiate and implement tree planting activities in support of the Re-Greening Program.
RESOLVED FINALLY, that the Committee shall be composed of a Chairman, Vice Chairman and three (3) Members to be appointed by the Metro Manila Council.
This Resolution shall take effect upon approval.
