[ MMDA RESOLUTION NO. 11-31, October 18, 2011 ]
URGING THE LOCAL GOVERNMENT UNITS IN METROPOLITAN MANILA TO SET UP FIREWORKS DISPLAY ZONE IN THEIR LOCALITIES AND STRICT IMPLEMENTATION OF RA 7183, AN ACT REGULATING THE SALE, MANUFACTURE, DISTRIBUTION AND USE OF FIRECRACKERS AND OTHER PYROTECHNICS DEVICES
WHEREAS, it is the tradition of the Filipinos to use firecrackers and pyrotechnic devices during Christmas season and in welcoming the New Year;
WHEREAS, due to unsafe practices, the Department of Health has recorded that for the years 2008, 2009, and 2010, there has been an increase in number of firecracker-related emergencies causing injuries and death;
WHEREAS, for the year of 2010, 56% of reported cases of firecracker-related emergencies in the whole country are from the National Capital Region, numbering to 490 cases;
WHEREAS, 45% of reported cases were due to the use of piccolo, an imported firecracker not allowed for distribution, sale and use based on Republic Act No. 7138 which provides for the regulation and control of manufacture, sales, distribution and use of firecrackers and other pyrotechnic devices;
WHEREAS, the indiscriminate use of firecrackers and other pyrotechnic devices alos causes accidental fires and other damage to properties;
WHEREAS, the Department of Health has been annually embarking on a Paputok advocacy campaign that aims to increase awareness of the citizens on the above dangers and other threats that the use of pyrotechnic devices pose and to reduce the incidence of firecrackers/fireworks related incidents;
WHEREAS, the above campaign reduced the number of incidents reported as from 2009 to 2010 by 1.4%. However there is an increase of reported incidents of 4% as compared to the 2005-2009 average;
WHEREAS, setting up a common fireworks display zone in every barangay in Metro Manila will provide safer environment for celebrating the Christmas season, New Year and other celebrations wherein proper guidance on the use of firecrackers can be provided;
NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Republic Act No. 7924, that the Metro Manila Council hereby urges the Local Government Units of Metro Manila to set up common fireworks display zone in every barangay in their localities in celebrating the Christmas season, New Year and other celebrations;
RESOLVED FURTHER, that the Local Government Units monitor the manufacture, sale and distribution of firecrackers and other pyrotechnic devices in their respective localities;
RESOLVED FINALLY, that the local government actively discourage individual displays of fireworks at home in welcoming the New Year through education and local advocacy;
This Resolution shall take effect upon approval.
