Pursuant to Chapter 4, Item No. 4.4 of the Memorandum of Agreement (MOA) between the Maritime Industry Authority (MARINA) and the Philippine Coast Guard (PCG) dated 14 September 2005, the Maritime Industry Authority hereby adopts the provisions of PCG Memorandum Circular Nos. 03-96 and 04-98 dated 27 May 1996 and 20 October 1998, respectively, as the guidelines in the conduct of enforcement functions by the Philippine Coast Guard relative to the Master's Oath of safe Departure and Mandatory Pre-departure Inspection of Philippine registered ships operating in the domestic trade.
