IMPLEMENTATION OF RECENTLY APPROVED MEMORANDUM CIRCULARS
The MARITIME INDUSTRY DEVELOPMENT AUTHORITY BOARD has approved, through it's 178th board meeting last 08 November 2007, three (3) Circulars relative to the safe operation of ships:
1. RULES GOVERNINGTHE CARRIAGE OF DANGEROUSAND/OR HAZARDOUS CAR GOES OR GOODS IN PACKAGED FORM FOR SHIPS PLYING THE DOMESTIC TRADE (MARINA CIRCULAR NO. 2008-01)
The MARINA, through its Central Office and all Maritime Regional Offices, will now commence receiving applications relative to the requirements for the MOSV.

1. RULES GOVERNINGTHE CARRIAGE OF DANGEROUSAND/OR HAZARDOUS CAR GOES OR GOODS IN PACKAGED FORM FOR SHIPS PLYING THE DOMESTIC TRADE (MARINA CIRCULAR NO. 2008-01)
1. This Circular shall apply to all Philippine registered domestic ships, except those specifically classified/designed to carry in bulk a particular class/type of dangerous and/or hazardous cargoes or goods.2. RULES TO IMPLEMENT THE MASTER'S OATH OF SAFE VOYAGE (MOSV) (MA RINA CIRCULAR NO. 2008-02)
2. It will provide rules for the carriage of dangerous and/or hazardous cargoes or goods in packaged form by ships in the domestic trade.
1 This Circular shall apply to all Masters of Philippine registered ships engaged in the domestic trade.3 RULES AND REGULATIONS TO IMPLEMENT THE CODE OF SAFE PRACTICE FOR CARGO STOWAGE AND SECURING IN DOMESTIC SHIPPING (MARINA Circular No. 2008-03)
2. It will provide rules, procedures and defined responsibilities to ensure the maintenance of seaworthiness of Philippine registered ships, at all times, through the implementation of the MOSV as a requirement for covered ships.
1. This Circular shall apply to all domestic ships carrying cargo units other than solid and liquid bulk cargoes and timber stowed on deck except open- deck wooden hulled ships with outrigger and is below 35 GT.The foregoing circulars have been published in the Manila Times last 18 January 2008 and will take effect on 02 February 2008.
2. It will foster safe operation of Philippine-registered ships by institutionalizing the Cargo Securing Manual as part of the safety requirement for ships covered under this Circular.
