RP-CANADA HARMONIZED CATEGORY
1. Further to GTEB Circular No. 045 dated 16 December 1992 Re: RP-CANADA BILATERAL AGREEMENT and in order to conform to the AGREEMENT ITEM NO. in Column (A) of the RP-Canada Memorandum of Understanding (MOU), we are amending the category numbers to include letters (a) and (b) as indicated to determine the restraint level or the sub-level to which the shipment will be debited/charged. Please refer to the attached Annex for reference.
2. The Quota entitlement and future EA awards shall now reflect the above changes to enable the monitoring of data explained above. In this regard, the EA application should be accomplished to reflect the Agreement Item No. (Ex. 1a, 1b, 2, 2a, 5, 5a) etc.
3. The TEC and the Special Export License (SEL) shall likewise reflect the Agreement Item Not only.
4. However, we shall still require the TEC applications to reflect the detailed category numbers in addition to the Agreement Item No. for merged categories (3/4 and 7/8) to properly monitor each item.
This Circular shall take effect immediately.
