[ PHILRACOM RESOLUTION NO. 21-12, March 08, 2012 ]

MINIMUM NUMBER OF HORSES PARTICIPATING IN A RACE SHOULD NOT BE LESS THAN SIX (6) ENTRIES EXCEPT FOR RACES FOR TWO-YEAR OLD HORSES WHICH SHALL HAVE A MINIMUM NUMBER OF FOUR (4) DECLARED ENTRIES



WHEREAS, under Presidential Decree No. 420, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing;

WHEREAS, pursuant to the aforesaid mandate, the Philracom has promulgated its Rules and Regulations on Horse Racing which, among others, provide under PR 58-E that œIn all regular races, there shall be a minimum of four (4) declared runners. In cases wherein runners are withdrawn on the actual day of the race, leaving the number of horses below the minimum allowable number, the said race shall be cancelled. For Stakes Races, the minimum allowable number of declared entries is three (3) horses. In cases wherein the number of entries falls below this number on the actual day the race shall still be run ;

WHEREAS, incidents in the past showed that untoward occurences result to the cancellation of races when the entries fall below the minimum allowable number of horses in a race as it would be impracticable to push through with the races with only 3 (three) or lesser number of runners in a race;

WHEREAS, to strike a balance in the number racing days and races as well as the income generated in the races, it is being seriously considered to revert back to the 6-day racing week but the number of races will be reduced by one (1) race per day as indicated;

WHEREAS, the total number of races per week will be fifty one (51) racing meets as the maximum, but can be flexible in distribution per day as long as the maximum races will be maintained to fifty-one (51) racing meets;

WHEREAS,  in order not to sacrifice the excitement generated by horse racing, the minimum number of horses participating in a race should not be less than six (6) entries except for races for two-year old horses which shall have a minimum NUMBER of four (4) declared entries;

NOW, THEREFORE, IT BE RESOLVED, as it is hereby RESOLVED by the Philracom Board of Commissioners that the minimum number of horses participating in a race race should not be less than six (6) entries except for races for two-year old horses which shall have a minimum NUMBER of four (4) declared runners or entries;

RESOLVED FURTHER, that in order to strike a balance in the number racing days and races as well as the income generated in the races, it is being seriously considered to revert back to the 6-day racing week but the number of races will be reduced by one (1) race per day as indicated;

RESOLVED FURTHER, that the total number of races per week will be fifty one (51) racing meets as the maximum, but can be flexible in distribution per day as long as the maximum races will be maintained to fifty-one (51) racing meets;

RESOLVED FURTHER, that a copy of this resolution be published in the Official Gazette and the Kopya as well as be furnished the Racing Clubs, Trainer ™s Association, Horse owners Associations, Jockey ™s Association and other stakeholders of the industry effective immediately.
