[ MMDA RESOLUTION NO. 07-17, S. 2007, June 21, 2007 ]
REQUIRING PUBLIC AND PRIVATE ENTITIES TO SECURE PERMIT FROM MMDA BEFORE CONSTRUCTING, INSTALLING AND CONNECTING SEWERAGE LINES TO PUBLIC DRAINAGE SYSTEMS/FACILITIES IN METRO MANILA FOR MONITORING AND CONTROL PURPOSES
WHEREAS, the construction, installation and operation of sewerage facilities are important activities that need to be controlled and monitored to ensure that these are properly put in place, operated according to required standards, and ascertain that the same will not contribute to/aggravate flooding in Metro Manila;
WHEREAS, it has been noted that private establishments, high rise buildings, residential and commercial establishments have indiscriminately connected their sewerage to the public drainage systems;
WHEREAS, existing public drainage facilities are designed to convey rain waters only and not designed to accommodate the volume of water coming from these private and commercial establishments;
WHEREAS, it has been proven that unrestrained discharge of residential and industrial wastewaters have greatly contributed to flooding during heavy rains and the destruction of drainage facilities.
WHEREAS, R.A. 7924 empowers MMDA to formulate and implement policies, standards programs and projects for an integrated flood control, drainage and sewerage system;
WHEREAS, the Metro Manila Council recognized the need to require public and private entities to secure permit from MMDA before undertaking any construction/installation and connection of sewerage facilities in Metro Manila for purposes of monitoring and control to ensure that these conform to the sanitation standards of water quality.
NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of R.A. 7924, that the Council hereby requires all public and private entities to secure permit from MMDA before constructing, installing and connecting sewerage lines to public drainage facilities in Metro Manila for monitoring and control purposes.
RESOLVED FINALLY, that the Council hereby authorizes the MMDA Chairman to issue Implementing Guidelines to this effect and may amend the same as the need arises.
This Resolution shall take effect fifteen (15) days upon publication in two (2) newspapers of general circulation.
