OPERATIONALIZATION OF THE NATIONAL AGRICULTURAL RESEARCH AND EXTENSION AGENDA (NAREA) 2000



In order to effectively and efficiently utilize limited resources for agricultural research and extension (R and E) activities and to keep up with the dynamic nature of the agriculture sector, the Bureau of Agricultural Research (BAR) in cooperation with the Philippine Council for Agriculture, Forestry, and Natural Resources Research and Development (PCARRD) initiated the formulation of the National Agricultural Research and Extension Agenda (NAREA) 2000.

The NAREA 2000 integrates the national and regional priorities for agricultural R and E in the medium-term as identified in the Medium-term Philippine Development Plan (MTPDP), the Medium-term Agricultural Development Plan (MTADP), the Science and Technology Agenda for National Development (STAND), and the Regional Agricultural Research and Extension Agenda (RAREA).

The NAREA 2000 shall serve as the framework for prioritizing, formulating, implementing, allocating funds, and monitoring and evaluating the conduct of R and E activities in the medium-term.  It is commodity-oriented and identifies priority research and extension areas of these commodities.  The prioritization is indicative of priority setting involving human resource development, infrastructure and facilities support, informational resource generation, and policy formulation/advocacy.  Moreover, it shall be the basis for evaluating the effectiveness of agricultural R and E implementing institutions.

As such, it shall be used by all agricultural R and E implementing agencies in the national research system: the Department of Agriculture, the State Colleges and Universities (SCUs), Non-Government Organizations (NGOs), and Local Government Units (LGUs) in the planning and implementation of agricultural R and E activities for the medium-term.

This Administrative Order shall take effect immediately.
