IMPLEMENTING RULES AND PROCEDURES IN THE FORMULATION, MAINTENANCE AND UPDATING OF THE PNP TRAINING LINEAL LIST (TLL) FOR POLICE COMMISSIONED OFFICERS PURSUANT TO PNP MC 99-012 DATED DECEMBER 13,1999



SECTION 1. Purpose - This implementing rules and procedures shall be the basis in the formulation and institutionalization of the Training Lineal List (TLL) for Police Commissioned Officers (PCOs). The TLL is intended to give equal opportunities to police officers in taking a mandatory career course. Likewise, the TLL shall be used as a guide as to when these police officers will undergo a particular mandatory career course.

SECTION 2. Definition of Terms -

a. Training Lineal List (TLL) - It is an official computer generated priority list of police officers qualified to undergo a mandatory schooling.

b. Mandatory Career Courses/Trainings - These are courses without having taken them will result in the disqualification of a police officer for promotion to the next higher rank despite compliance with other qualification standards for promotion.

The following are the mandatory career courses for police officers in the PNP, namely:
1. Public Safety Officers Senior Executive Course (PSOSEC);
2. Public Safety Officers Advanced Course (PSOAC);
3. Public Safety Officers Basic Course (PSOBC); and,
4. Public Safety Officers Orientation Course (PSOOC).
c. Equivalent Course - It is a course/training not conducted and administered by the Philippine Public Safety College f PPSC) but nevertheless is accredited and considered to be the same as a particular mandatory career course because its program of instruction (POI) is very much similar with the latter.

The following are the equivalent courses, namely:

1. General Staff Course (GSC) - is an equivalent of PSOSEC;
2. Police Intelligence Officers'Advance Course (PIOAC), Finance Officers Advance Course and Technical Service Officers'Advance Course (TSOAC) are equivalent of PSOAC;
3. Police Intelligence Officers' Course (PIOC) and Finance Officer Basic Course (FO8C) ac$ equivalents of PSOOC: and
4. AFP Officers Candidate Course (AFPOCC) and Probationary 2nd LT Training Course are equivalents of PSOOC; and
5. Other similar courses which the PNP, PPSC and the PNPTS will be considering to offer in the future depending on the training needs.of the PNP These courses may include Police Human Resource Management Basic and Advance Courses, other courses on specialized fields, and the like.

d. Qualified for Schooling-Are those PNP personnel who have successfully complied with the requirements for schooling.

e. Candidates for Schooling - Are those PNP personnel who are due to undergo mandatory career course/training because they belong at the top of the TLL

f. Seniority- It is the relative status of a police officer in the PNP hierarchy because of his rank, time in grade, and the like.

g. Rank - It is the relative status of a police officer in the PNP hierarchy.

h. Date of Graduation - This is the date when an officer has successfully complied with the requirements of a particular mandatory career course.

i. Mandatory Pre-Requisite Course - It is a mandatory career course which immediately preceeds a higher mandatory career course, and which should have been undergone by an officer before he can be qualified and allowed to take the latter.

j. Order of Merit- it is the relative standing or ranking of police officers belonging to the same class in a particular mandatory career course. It is based, among others, on their grades in academics, practical exercises and physical fitness test.

SECTION 3. Formulation, Implementation, and Maintenance and Updating - The formulation, implementation and updating of the TLL shall be in three (3) phases, as follows:

a. Phase 1 - Formulation

The formulation of the initial TLL shall be based on the following parameters arranged by order of priority, to wit:
1. Rank,
2. Time-in Grade;
3. Length of Service (as an Officer);
4. Date of graduation from the latest mandatory schooling; and,
5. Order of Merit in the latest mandatory schooling.
b. Phase 2- Implementation

After having been formulated, the initial TLL shall be disseminated to all units/offices to ensure that the officers concerned will have the opportunity to correct/rectify errors or discrepancies in their rankings in the TLL.

Those officers who belong to the upper bracket of the TLL shall be given priority and considered candidates to take a mandatory/career schooling/training.

Based on the TLL and in coordination with the PPSC, the DHRDD shall program on a yearly basis, the number of courses to be opened, the number of classes per course, the number of participants per class and the officers who will join the class. A letter shall be sent to the concerned officers for this purpose at least one year prior to their scheduled training/schooling to give them enough time to prepare.

c. Phase 3 - Maintenance and Updating

The DHRDD through the Chief, Individual Training Program Division (ITPD)andthe Training and Education Information System (TEIS) shall be responsible in maintaining and updating of the TLL. Along this line, a copy of Merit and List of Graduates from PPSC or the PNPTS must be secured immediately after the termination of a mandatory career course or its equivalent for the purpose of updating the TLL..

The TLL shall be published in a regular basis, the frequency of which shall be determined by the DHRDD.

SECTION 4. Rescission - All other rules and procedures inconsistent with this are hereby rescinded and/or modified.

SECTION 5. Effectivity- This IRR shall take effect fifteen (15) days from the date of filing of a copy hereof at the University of the Philippines Law Center in consonance with Sections 3 and 4, Chapter 2, Book VII, EO 292 otherwise known as "The Revised Administrative Code of 1987, as amended".
