[ PRESIDENTIAL DECREE NO. 688, April 22, 1975 ]

RETURNING TO THE CIVIL SERVICE COMMISSION THE POWER TO GIVE APPROPRIATE EXAMINATIONS FOR PUBLIC SCHOOL TEACHERS.

WHEREAS, the Civil Service Commission as the Central Personnel Agency had been giving the teacher examinations until the approval and promulgation of Republic Act No. 6040 on August 4, 1969, in which it was provided in Section 9 of said Act that the Department of Education shall give " . . . . the appropriate examinations for public school teachers with the assistance of the Civil Service Commission."

WHEREAS, the Civil Service Commission has better facilities than the Department of Education and Culture to give the appropriate examinations for public school teachers; and

WHEREAS, to give meaning and substance to Article XIII (A) and (B) of the New Constitution, it is necessary to return to the Civil Service Commission the power to give appropriate examinations for public school teachers;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby declare and decree that:

The Civil Service Commission shall give appropriate examinations for public school teachers to establish register of teacher eligibles from which certification may be made whenever teacher eligibles may be needed for appointment.

This decree is hereby made part of the law of the land and shall take effect immediately.

Section 9, paragraph 7 of Republic Act 6040 amending Section 23 of Republic Act 2260, insofar as the teacher examinations are concerned and all provisions of other Acts and Decrees inconsistent with the provisions of this Decree are hereby repealed.
