ISSUANCE OF A MULTIPLE EXIT CLEARANCE (MTEC) AS A SPECIAL FACILITY FOR VACATIONING OR RETURNING WORKERS (BALIK-MANGGAGAWA) AND FOR DIRECT HIRES



Pursuant to Memorandum Circular No. 12, series of 2005 and consistent with the thrust of the administration to further streamline procedure in the issuance of the exit clearance for landbased workers, a special facility allowing the issuance of Multiple Travel Exit Clearance (MTEC) to vacationing or returning workers (Balik-Manggagawa) and for direct hires shall be implemented, effective immediately.

1. Coverage. This Advisory shall apply to Balik-Manggagawa and Direct Hire workers. ,

2. issuance of Multiple Travel Exit Clearance (MTEC)
2.1 A Multiple Exit Clearance is a set of two or more clearances issued to a worker at the time his documents are processed for departure for employment abroad, to enable him to exit the country several times during the validity of his contract without having to go to the POEA or the Philippine Overseas Labor Office (POLO) to secure an exit clearance for every departure.

2.2 The Multiple Exit Clearance shall be valid for the same period as the approved employment contract of the rehired or direct hire worker. In the case of a vacationing worker who will serve the remaining period of his original contract, the multiple travel exit clearance shall be valid for remaining duration of the contract.

2.3 A processing fee of P100.00 shall be paid for each additional exit clearance which is non-refundable even if the worker subsequently fails to avail of the privilege of multiple exits valid for the remaining duration of the contract.
3. Overseas Employment Certificates (OEC) issued by the Labor Assistance Center (LAC). The Labor Assistance Center (LAC) shall continue to issue OECs with a limited validity period of 24 hours. However, under exceptional circumstances, a worker with an expired OEC may be cleared for departure by the POEA Director II assigned to the Labor Assistance Center at the airport or, where appropriate, Head of the concerned POEA Regional Center.
