LIFTING THE TEMPORARY BAN ON THE IMPORTATION OF MEAT AND BONE MEAL FROM AUSTRALIA



WHEREAS, during the 72nd General Session of the Office International des Epizooties (OIE) adopted Resolution XXI, recognizing Australia as one of the member countries to be Bovine Spongiform Encephalopathy (BSE) free in accordance with Chapter 2.3.13 of the 13th edition of the Terrestrial Code (2004);

WHEREAS, Australia is free from BSE, scrapie and other Transmissible Spongiform Encephalopathy (TSE) in accordance with OIE guidelines;

WHEREAS, during the Joint WHO/FAO/OIE Technical Consultation on BSE last June 14, 2001, it was recommended that ruminant Meat and Bone Meal (MBM) should not be fed in any case to ruminant animals and the feeding of ruminant protein to ruminants is prohibited in Australia;

WHEREAS, the MBM and other inedible products are regulated and verified by the Australian Quarantine Inspection Service (AQIS) and are processed under the Australian Standard for Hygienic Rendering of Animal Products which include management and production practices at rendering premises, processing requirements, ruminant feed ban, identification, traceability, integrity and record keeping;

WHEREAS, the Australian Standard used in Australian MBM, meat meal, bone meal, blood meal, feather meal, poultry meal, poultry by-product meal, tallow, poultry oil, and fish meal production is designed to eliminate pathogens relevant to Australia and prevent re-contamination of processed rendered products;

WHEREAS, Australia currently exports MBM to Indonesia, Canada, USA, Europe, South Africa, Malaysia, China, Mexico, Papua New Guinea, Sri Lanka, Thailand and Vietnam.

NOW, THEREFORE, I, ARTHUR C. YAP, Secretary of Agriculture, by the powers vested in me by law, do hereby lift the temporary ban on the importation of MBM originating from Australia.

All import transactions of the above products shall be in accordance with the existing rules and regulations of the Department of Agriculture and the Bureau of Animal Industry;

All orders, rules and regulations or parts thereof, which are inconsistent with the provisions of this order, are hereby repealed or amended accordingly.

This ORDER shall take effect immediately.
