[ Act No. 3597, November 29, 1929 ]

AN ACT AUTHORIZING THE CONSTRUCTION OF INSULAR GOVERNMENT BUILDINGS, AND THE ALTERATION AND IMPROVEMENT OF THE OFFICIAL RESIDENCES OF THE GOVERNOR-GENERAL IN THE CITIES OF MANILA AND BAGUIO, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. The construction of Insular Government buildings on the site set aside as government center in the Burnham Plan for the improvement of the City of Manila and the alteration and improvement of the official residences of the Governor-General in the Cities of Manila and Baguio are hereby authorized.   

SEC. 2. The projects herein authorized shall be executed in accordance with a systematic program of development which shall be prepared by the Director of Public Works with the advice of a committee to be known as Committee on Insular Buildings, and shall be submitted to the Governor-General for approval. This committee shall be composed of not more than five members appointed from time to time by the Governor-General with the consent of the Senate. The members of the Committee on Insular Buildings who are not Government employees shall receive a per diem of thirty pesos for each meeting actually attended. 

SEC. 3. The necessary plans for the construction of the buildings herein authorized in accordance with the program of development mentioned in the preceding section shall be prepared by the Director of Public Works with the advice of the Committee on Insular Buildings and approved by the Secretary of Commerce and Communications. 

SEC. 4. For the purpose of carrying out the provisions of this Act, there are hereby appropriated annually beginning January first, nineteen hundred and thirty, a sum not to exceed two million pesos from the unexpended balances of the general appropriation acts and the unappropriated surplus of the general fund in the Insular Treasury accruing during the preceding year, to be allotted by the Governor-General upon the recommendation of the Secretary of Commerce and Communications and upon certification by the Secretary of Finance as to the availability of funds: Provided, however, That the total sum to be allotted under this Act shall not exceed twenty-five million pesos. 

SEC. 5. All acts or parts of acts inconsistent with the provisions of this Act are hereby repealed.

SEC. 6. This Act shall take effect upon its approval.
