GUIDELINES ON ASSESSMENT CENTER (AC) FEE



WHEREAS, Part III, Article IV of the Integrated Reorganization Plan (IRP). as approved by Presidential Decree No. 1, as amended, created the Career Executive Service Board (CESB)" to serve as the governing body of the Career Executive Service" and mandated it to "promulgate rules, standards, and procedures on selection, classification, compensation and career development of members of the Career Executive Service,

WHEREAS, Section 8, paragraphs 1 (c), Chapter 2, Book V of Executive Order 292 expressly provides that the "third level shall cover positions in the Career Executive Service" and that "entrance to the third level shall be prescribed by the Career Executi Service Board";

WHEREAS, paragraph 5 (a), Article IV, Part III of the IRP, as approved by P. D. No. 1 wise provides that" a person who meets such managerial experience and other requirements and passes such examinations, as may be prescribed by the Board, shall be included in the register of career executive eligibles;"

WHEREAS, a four-stage examination system has been prescribed by the Board, namely-1) Written Examination; 2) Assessment Center; 3) Interview; and, 4) Performance Validation;

WHEREAS, the Assessment Center (AC), which is the second stage, focuses not nlv in the capacity of the candidate to advance to managerial duties and responsibilities and to grow and develop in the bureaucracy but also ascertains his/her character or other dualities such as his/her maturity, attitudes, values, motivations, and integrity;

WHEREAS, a policy has been adopted where the Board shoulders the AC fees of candidates, who are employed in government agencies covered by the Salary Standardization Law (SSL) on their first take and require candidates from agencies exempted from the SSL and those in the private sector to pay for their respective AC fees;

WHEREAS, the Board, in its April 8, 2008 meeting, noted that the budget allocated for AC for the entire year is not sufficient to cover the remaining number of candidates due. to proceed to AC this year;

WHEREAS, due to budgetary constraints, the Board finds the need to require candidates from SSL covered government entities to partially shoulder the AC cost;

WHEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to adopt the following policy guidelines on the Assessment Center (AC) fee:

1. Candidates, who are employed by government entities covered by the Salary Standard ization Law (SSL), shall be required to pay fifty percent (50%) of their AC fees on their first take and pay the full amount of the prescribed fees on their subsequent attempts.

2. Candidates from the private sector, and those from government entities, which are exempted from the Salary Standardization Law (SSL), shall be required to pay the full amount of the AC fees regardless of whether it is their first or subsequent attempts.

The AC fees paid by candidates, who confirmed attendance but did not show up on the scheduled date of AC conduct, shall be forfeited by the Board. In addition, they will slide down to the last slot of the current queue.

The AC fees paid by candidates, who have not successfully completed the AC, shall forfeited by the Board and the AC taken shall be treated as one full take.

RESOLVED FURTHER, that this resolution shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation in the Philippines.
