For information and guidance of all concerned, the above-subject Memorandum Circular is hereby recalled. As such, the enforcement of land transportation rules and regulations and adjudication of cases of apprehended drivers/operators shall be handled by the Operations Division, Regional Office.

Previous orders and memoranda inconsistent herewith are hereby revoked/superseded.
