In view of the previously signed Memorandum of Agreement between the DENR and the Philippine Economic Zone Authority (PEZA) in August 1999 to further streamline and simplify the processing of ECC applications for projects located within PEZA areas and to jointly formulate and implement rules and procedures to ensure compliance by economic zone management and provide training and equipping and information dissemination and other necessary activities to assure the unimpeded flow of investments in these ecozones, projects located within PEZA areas are hereby exempted from the coverage of DAO 61 series of 2004.

In this regard, the EMB Region 4 and the NCR shall continue to process and issue ECC for PEZA areas within LLDA jurisdiction in accordance with the requirements and provisions of the MOA's Implementing Rules and Regulations signed February 11,2004.

This Order shall take effect immediately.
