AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS
SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works, subject to the approval of the Secretary of Commerce and Communications and the provisions hereinafter set forth, for the purposes mentioned hereunder:

SEC. 2. All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on July thirtieth, nineteen hundred and thirty, and all balances of appropriations remaining unexpended on July thirtieth, nineteen hundred and thirty-one, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.
SEC. 3. The sums appropriated in paragraphs (a), (i), (p), (q), and (w) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs, shall be available for immediate expenditure by the Director of Public Works.
SEC. 4. Appropriations for the construction of schools not in excess of three thousand pesos shall be transferred to the municipality concerned and disbursed subject to the approval of the division superintendent of schools, without necessity of the intervention of the Bureau of Public Works.
SEC. 5. This Act shall take effect on January first, nineteen hundred and thirty.
