A RESOLUTION ON THE ADOPTION OF THE NEW PRC VISION AND MISSION AND CORE VALUES



WHEREAS, the Republic Act No. 8981 series of 2000 otherwise known as the PRC Modernization Act of 2000 gives power to the Commission œTo administer, implement and enforce the regulatory policies of the national government with respect to the regulation and licensing of the various professions and occupations under its jurisdiction xxx. 

WHEREAS, there is a need to address the new functionalities brought about by the modernization thrusts of the PRC to ensure the full realization of the PRC Modernization Law;

WHEREAS, critical to addressing the modernization thrusts, there is a need for re-craft the PRC vision and mission and create anew the PRC core values, to provide direction and guideposts relevant to the changing needs of the professions and in compliance with the PRC Modernization Law;

WHEREAS, to achieve and implement such objective, a referendum was conducted to all stakeholders which include the PRC Central and Regional officials and employees, and the chairmen and members of the 43 Professional Regulatory Boards (PRBs), from among the three suggested versions of the vision and mission, and core values, namely: the original version crafted in 1997, the modified version in 2005, and the suggested version in 2007;

WHEREAS, the winning version was the modified version in 2005 during the time of Chairperson Alcestis Guiang which was an offshoot of the PRC vision and mission in 1997 during the Commission Planning Conference in Subic Bay crafted by Comm. Nilo L. Rosas, then Chairman of the Board of Professional Teachers, Dr. Mario Taguiwalo, Undersecretary of the Department of Health; and Dr. Antonio Torralba, Dean of the University of Asia and the Pacific;

WHEREFORE, foregoing premises considered, be it resolved as it is hereby resolved, to adopt the new PRC Vision and Mission, and PRC Core Values, as it is hereby adopted in the 2009 Commission Planning Conference on January 15, 2009 in Tagaytay, as follows:

PRC VISION:

œThe Professional Regulation Commission is the instrument of the Filipino people in securing for the nation a reliable, trustworthy and progressive system of determining the competence of professionals by credible and valid licensure examinations and standards of professional practice that are globally recognized. 

PRC MISSION:

œTo deliberately, scientifically and consistently determine the competence of professionals through the provision of professional standards and judicious issuance of professional license. 

PRC CORE VALUES:

œP - rofessionalism and Integrity
 R - esponsibility, Unity and Accountability
 C - ompetence and Excellence 

RESOLVED FINALLY, that a copy of this resolution be furnished to the PRC Central and Regional Offices, and all Professional Regulatory Boards for their information, and adoption.
