Pursuant to Sec. 10 (14) of R.A. 7581, otherwise referred to as the Price Act, the Office of the Mayors of the Cities and Municipalities enumerated below, in the interest of the service, and in order to effectively protect the public and apply swift and effective solution to the problem of overpriced basic necessities whenever a calamity occurs, are hereby deputized as the implementing arm of the Department of Trade and Industry to ensure that prices of basic necessities are automatically frozen at their prevailing prices, whenever the President, under Sec. 6 of the Price Act (R.A. 7581), declares their respective City or Municipality under a state of calamity.

During the effectivity of the said state of calamity, the mayors are likewise deputized to implement and enforce the Price Tag Law (R.A. 71) on the basic and prime commodities under DTI's jurisdiction listed below.

Extent of Authority and Responsibility

Mayors or their duly designated representatives shall monitor establishments within their Cities/Municipalities for violations of said laws, sign and serve DTI Formal Charges on violators. They shall indicate the schedule of the mediation conference on each case (which should be on the 5th day following the service of formal charge). A copy of said Formal Charge shall be forwarded to DTI-NCR within two (2) days after the service of said formal charge for Mediation /Adjudication purposes.

This Order shall serve as their authority to conduct said enforcement.

This authority shall be published in two (2) newspapers of general circulation and shall take effect immediately after publication.
