[ MTRCB MEMORANDUM CIRCULAR NO. 94-33, November 25, 1994 ]

RESPONSIBILITIES UNDER PRESIDENTIAL DECREE NO. 1986 AND THE MTRCB RULES AND REGULATIONS

For the information of new theater owners/operators and as a reminder to veteran owners/operators, listed are your duties and responsibilities under Presidential Decree No. 1986 and the MTRCB Rules and Regulations.

1. Register your theater with the Board every year and register early to avoid surcharges.

2. Exhibit only motion pictures that have valid MTRCB Permits to Exhibit.

Check that the permit has not yet expired. Make sure the movie you are showing conforms to the permit - that it is the movie referred to in the permit and that any deletions specified in the permit are not present in the movie. A good practice to follow is to view each movie to check on these details before showing it to the public.

3. Post the Permit to Exhibit by the ticket sellers booth for the public to see. In the provinces, the can (lata) where the permit is pasted may be displayed.

4. Display a '4 x 3' standee (printed notice) announcing the classification of the movie being shown in a conspicuous place in the theater lobby. If two (2) films are presented as a double feature, the more restrictive classification must be posted and observed. Example, one movie is classified Parental Guidance 7 the other movie is R 18 For Adults Only, the standee should read R 18 and admission listed to person 18 years old and above.

5. Observe strictly the classification stated in the Permit to Exhibit as follows:

"G" General Patronage, Pang Pamilya - open to all ages.

"PG 7" Parental Guidance 7, Pambata - for ages 7 and up provided children between the ages of 7 and 12 must be accompanied by an adult.

"PG 13" - Parental Guidance 13, Pang Tineydyer - for ages 13 and up with no need for adult companionship.

"R 18" - For Adults Only, Pang Wastong Gulang - for persons 18 years old and over.

Some permits may still be "PG 15" Parental Guidance 15", this classification must be observed. In short, the classification stated in the permit must always be the classification enforced.

6. Display only still photos, photo frames, posters and billboards that have been approved by the Board. Publicity materials must all be General Patronage hence they cannot be sexy or violent. Do not display any objectionable material even if given to you by the Producer or distributor. Use your good judgment, ask yourself "Is this appropriate for my child to see?"

7. Lastly, the Board advices that you deal only with legitimate and responsible producers and distributors in booking films for your theaters to assure that only legitimate films are shown in your theaters/s.

The Board seeks and expects your compliance with Presidential Decree No. 1986 and its implementing Rules and Regulations. Please be reminded that violations of these laws are criminal in nature. Let us together be aware of our responsibilities towards society and our people.

For any questions or assistance, you may write us or drop by our office or call telephone numbers 721-0881 to 83. We shall be happy to serve you.

Thank you for your cooperation.
