[ MTRCB MEMORANDUM CIRCULAR NO. 93-017, August 02, 1993 ]

GUIDELINES FOR MOVIE AND TELEVISION TRAILERS

This is to inform you of the following Guidelines for Movie and Television Trailers which the Board approved last June 25, 1993:

Guidelines for Movie and Televisions Trailers

1. Movie trailers are seen by a wide variety of audiences, including the impressionable minors. Such being the case, care and concern should be exercised in the production of movie trailers, especially those showing scenes of sex and violence.

2. Excessive violence shall not be allowed such as but not limited to frontal shooting and stabbing, torture scenes, hostage scenes with firearms or knives threatening the victims, gory blasting with bodies being mangled, mutilated or blown-off, suicide acts such as slashing of wrists, putting a gun to the temple or inside the mouth, karate chops resulting in blood oozing out of the mouth or broken bones and child abuse. The impact of falling bodies hitting the ground should not be shown.

3. Trailers which although not showing the above-mentioned scenes shall not be allowed if the trailers show an over-all impact of violence.

4. Depiction of drug-taking and drug abuse-shall not be allowed.

5. Explicit and/or suggestive sex shall not be allowed such as but not limited to pumpings, frontal nudity, breast exposure, torrid kissing, fondling of the body, and sexual abberations.

6. Obscene language, cuss words and double extender words shall not be allowed. Cuss words like "shit", "fuck", "leche", "putang ina", "ulol", "gago", "tarantado", "sirang-ulo", "walanghiya" and the like do not have a place in movie and television trailers which are classified General Patronage-fit for all ages.

We have circularized this Guidelines to Movie Producers and Distributors as well.

Considering that these Guidelines are for both movie and television trailers, considering further the fact that MTRCB presently reviews only movie trailers submitted to it by movie producers and distributors, in the interest of fairness and equality, movie trailers and teasers produced by television networks to advertise movies shown on television should also be reviewed by MTRCB.

Let this Circular then be also a Directive to all Television Networks to submit for MTRCB review all trailers and teasers for movies shown on television starting September 1, 1993.

Thank you.
